Gov.-elect Katie Hobbs announces 5 cabinet members to administration

PHOENIX — Democratic Gov.-elect Katie Hobbs announced Tuesday five members who will run the health and human services state agencies.

This is her first announcement of several members of the cabinet that will offer a track record of expertise to run the health and human services state agencies.

“These are some of the best minds Arizona has to offer, and I am proud that they have chosen to serve the people of Arizona by my side,” Hobbs said in a press release.

Carmen Heredia will head the AZ Health Care Cost Containment System, Angie Rodgers will lead the Department of Economic Security, Matthew Stewart will take over the Department of Child Safety, Dr. Theresa Cullen will oversee the Department of Health Services and Joan Serviss was appointed to the Department of Housing.

Heredia has served on many healthcare and community boards and is the current CEO of Valle del Sol, a community health center and behavioral health provider organization.

Rodgers has 25 years of public policy experience and advocacy focusing on human services. Before serving as the President and CEO of the Arizona Food Bank Network for the last 10 years, Rodgers served in various capacities with the DES. She was also governor Janet Napolitano’s human services policy advisor, the press release said.

Stewart started his career in public service as a child safety specialist before working his way up in the department to gain statewide management responsibilities. He has been consulted both locally and nationally for changes to child welfare.

Cullen is a healthcare leader specializing in community-based change to improve health. She currently serves as the director of the Pima County Public Health Department, according to the release.

Serviss works as the director of the Arizona Housing Coalition working to end homelessness through fordable homes. She has over 20 years of experience in coalition building, state and federal policy work and community organizing.
