Upper basin risks Colorado River compact breach as flows decline

For the first time ever, the Upper Basin could be in breach of the Colorado River Compact by not sending enough water downstream to the Lower Basin, and the new operating agreement could make the problem worse. Central Arizona Project President Terry Goddard told KTAR the U.S. Bureau of Reclamation's Record of Decision ignores what he describes as the Upper Basin's contractual obligation to deliver 7.5 million acre-feet of water downstream each year.
