Arizona’s Proposition 317 would designate drug cartels as terrorist organizations and require the state Department of Homeland Security to use all available authority to address their threats. Republican lawmakers referred it to the November ballot after Gov. Katie Hobbs vetoed a similar bill in 2023, saying the designation is a federal responsibility.
