Andy Biggs Q&A: Stances on affordability, water, other key issues ahead of 2026 governor’s race
As Arizonans prepare to choose their next governor, key concerns include data centers, sustainability and the rising cost of housing.

After cruising to victory in Tuesday’s primary, Republican gubernatorial nominee Andy Biggs now faces a tougher contest against Democratic Gov. Katie Hobbs in November.
As voters compare their records and priorities, Hobbs is already working to draw a contrast with her MAGA-aligned opponent. KTAR News 92.3 FM previously examined where the Democratic incumbent stands on key issues.
On Thursday, Biggs shared his positions on a wide range of issues — including affordability, water, data centers and his potential lieutenant governor pick — during an interview with KTAR News 92.3 FM’s Arizona’s Morning News.
What is Andy Biggs’ top issue heading into the 2026 general election?
Biggs says affordability is the leading concern he hears from Arizona voters.
“Let’s focus on what most people are talking about. The number one issue wherever we go is … they’re talking about affordability and the high cost of things,” Biggs said.
His campaign website says he wants to follow President Donald Trump’s agenda to “facilitate similar job creation trends” and “roll back overreaching regulations” for everyday people.
“They want costs lowered. You know, everything from gas at the pump to utilities — they want us to do something about affordability. Homeownership is a huge issue, and the price of housing in Arizona is a huge issue right now,” Biggs said.
Where does Andy Biggs stand on data centers?
Biggs opposes additional tax breaks and subsidies for data centers. He says they should generate their own energy, avoid straining Arizona’s power grid and water supply and recycle water whenever possible.
“This is probably a policy that I agree with Gov. Hobbs on is a moratorium on the incentives to come here,” Biggs said. “There’s enough incentives to come to Arizona anyway … and the state’s just got to make sure we take care of the water and the power situation so we don’t crowd out and squeeze out and drive up costs for our current residents and current users.”

Biggs said his relationships with federal officials and the Bureau of Reclamation would help him advocate for Arizona’s water interests as governor. He also criticized Hobbs’ handling of the issue.
“I think the governor should have been more proactive in leading on this thing for the last few years, and I don’t believe she’s done a terrific job at that,” he said.
Biggs added that his federal experience and relationships would make him more effective in the Governor’s Office.
Who will Andy Biggs pick for lieutenant governor?
Like Hobbs, Biggs has revealed little about his pick for lieutenant governor. This is the first Arizona governor’s race in which nominees must choose a running mate.
“I’m looking, and I’ve narrowed it down, and I am very excited myself to see how this plays out,” Biggs said. “This is history — political history — in Arizona for sure.”
While there has been speculation that Hobbs could reach across the aisle and choose a Republican running mate, Biggs said he would not consider selecting a Democrat.
“My goal is to unify the Republicans and I believe that Arizona is still a red state,” Biggs said. “If we unify the Republicans and we get the right candidate, I think Republicans will be very pleased. I actually think independents will be very pleased.”
