A teen is dead after allegedly being struck by an impaired driver in north Phoenix on Friday evening, authorities said.

PHOENIX — A teen is dead after allegedly being struck by an impaired driver in north Phoenix on Friday evening, authorities said.
The Phoenix Police Department identified the teen who was killed as 15-year-old Jaime Pacheco Ramirez.
Police said that the driver is facing multiple charges related to the collision and was processed for being impaired during the crash, but that any charges related to the impairment are pending toxicology results.
Details on teen killed after being struck by car in north Phoenix
According to Phoenix police, officers responded to the area of 19th Avenue and Cactus Road for reports of a collision involving a pedestrian around 5 p.m.
When police arrived on scene, they reportedly found Pacheco Ramirez suffering from serious injuries. He was transported to a nearby hospital where he was pronounced dead.
Police said that the driver of the car, an adult male, stayed at the crash site for a short period of time, but ran when police arrived.
Officers were able to detain the man after chasing him for a short distance, according to Phoenix police. Afterwards, he was transported to a nearby hospital for non-life-threatening injuries related to the crash.
The preliminary investigation suggests the car was driving at a high rate of speed, headed westbound on Cactus Avenue when the driver lost control and exited the roadway before striking Pacheco Ramirez, police said.
Once the driver is released from the hospital, he will reportedly be booked on the charges related to the north Phoenix crash.

The article says "preliminary investigation suggests the car was driving at a high rate of speed, headed eastbound on 19th Avenue". The North/South trajectory of 19th Avenue makes this impossible. It reminds me of the "Reporting" when Garcia died.
Seems like the word "allegedly" is in the wrong spot. Was he allegedly struck by the car, or was the driver allegedly impaired? I'm guessing the latter, since it should be rather obvious if he was struck by the car. And as noted below, the eastbound on 19th Ave. is impossible.

Breathalyzers on all new cars. We've tried the other ways and yet this remains a problem. Also, why do we not have the name? Public shaming should be the minimum this person gets.
