SAFE Alert issued for missing 41-year-old man last seen in Avondale

Authorities have issued a SAFE Alert for a missing 41-year-old man who was last seen on foot in Avondale on Saturday night.
Cesar Varela Rodriguez was last seen around 7:45 p.m. leaving a residence in the 900 block of South 9th Street, near Dysart Road and Main Street, according to the Department of Public Safety.
Varela Rodriguez is described as 5 feet, 6 inches tall and weighs 190 pounds. He has black-to-gray hair and brown eyes, authorities said.
When last seen, he was wearing a dark blue t-shirt, green camouflage-patterned shorts and a drawstring backpack.
Authorities said Varela Rodriguez requires medication for cognitive disabilities and functions with the mental capacity of a 15-year-old. He does not have a cell phone, access to money or a vehicle. While he is known to live in Buckeye, law enforcement confirmed he was not located there.
Anyone who sees Varela Rodriguez or has information regarding his whereabouts is urged to immediately call 911 or contact the Avondale Police Department.
SAFE Alerts have replaced Silver Alerts in Arizona as a way to spread the word about missing persons who are 65 and older and missing persons who have dementia or developmental/cognitive disabilities.
