Impaired driver accused in fatal west Phoenix hit-and-run of pedestrian

PHOENIX — A pedestrian is dead after he was hit by a vehicle in west Phoenix on Sunday morning, authorities said.

Officers responded to the area of 51st Avenue and Thomas Road around 2:20 a.m., the Phoenix Police Department said.

They found 25-year-old Jose Armenta Cisneros with life-threatening injuries. Although medical officials tried to save him, he was declared dead on the scene.

Police said Lucila Lozano Garcia 47, was driving south on 51st Avenue before the crash.

She left the scene and was found shortly after by responding officers.

Garcia was arrested after showing signs of impairment. She was booked into Fourth Avenue Jail for DUI and leaving the scene of a fatal collision.
