Glendale rolling out new safety regulations for e-bikes and e-scooters

PHOENIX — Electric bicycle and scooter riders in Glendale will soon be impacted by a new ordinance that goes into effect on Thursday.

The Glendale City Council passed the ordinance, which adds minimum age requirements, equipment rules and categorizes different types of e-bikes, in December.

After Thursday, violations of the new rules will lead to fines starting at $50. The costs will go up to $500 if a driver is found to have violated the ordinance three times within a 12-month period.

What new rules will impact riders of electric bikes, electric scooters?

In addition to riding responsibly, operators of electric bikes and electric scooters must follow all traffic laws.

The Glendale Police Department will soon start enforcing various laws, such as:

• E‑bikes and e‑scooters used at night need a white light in front, a red light in back and reflectors so they’re visible.
• Riders aged 18 and younger must wear helmets.
• Riders cannot intentionally lift a wheel while moving, drive recklessly or travel against traffic.

Additionally, minimum age requirements apply to all riders. Only those 12 and up can ride electric scooters, while e-bike class 1 and 2 riders can’t be younger than 14 and e-bike class 3 riders must be at least 16.
