ADOT to use federal grant to study low-carbon paving materials

PHOENIX — The Arizona Department of Transportation will begin studying the use of low-carbon pavement materials, ADOT announced on Dec. 18.

ADOT will develop a new research program that was made possible after the state government agency was awarded a $27 million grant from the Federal Highway Administration (FWA). Officials said the federal funding is anticipated to be available beginning in 2025.

Officials expect the study to last several years. Potential projects include the use of low-carbon pavement in highway improvement projects.

Reclaimed asphalt and recycled concrete pavement are some of the recycled pavement materials that could be used for projects.

A steering committee will help guide and assist the planning and administration process of the research program.

ADOT said it will work in tandem with representatives from the FWA, construction workers and universities while researching which materials to use before beginning tests.

Why did ADOT receive the federal grant?

Working with highway builders, such as pavement plant operators and pavement contractors, to study the effects of pollution reduction, energy efficiency and pavement production featuring low-carbon materials is a primary motive.

The federal program distributed grants to 38 other state departments as well. Arizona was picked due to the Inflation Reduction Act, which is a federal law that was passed in 2022 and features a Low-Carbon Transmission Materials Program.
