Phoenix PD releases disciplinary records of 2 officers arrested, fired over traffic stop

The Phoenix Police Department on Wednesday released the disciplinary records of two former officers who are facing charges related to an unreported traffic stop that allegedly turned violent.

The internal investigation into Antonio Felix and Luis Vasquez Jr. is ongoing. They were arrested and fired Aug. 22 for allegedly using force on a man and a woman during an Aug. 5 traffic stop without filing a report about the incident or activating their body-worn cameras.

They were booked on suspicion of aggravated assault, kidnapping, assault involving a bound or physically restrained victim, threatening or intimidating, criminal damage, hindering prosecution, and tampering with evidence.

Felix spent nine years with the department, and Vasquez was on the force for eight years. They were assigned to the South Mountain Precinct at the time of their dismissal.

Their disciplinary records can now be found on the trending topics page of the city’s public records portal. The records do not seem to show a pattern of past behaviors similar to the allegations against them.

Vasquez had no previous use-of-force violations and was reprimanded just once for failing to activate his body-worn camera. That was during a collision investigation in 2025.

Felix was written up once for failing to report his use of force during an incident in 2018, back when he was an officer in training. He received supervisory coaching for the infraction.

Felix also failed to complete reports for two calls for service, once in 2025 and once in 2026. He received a written reprimand for the 2025 incident and was not disciplined for the 2026 case because it was still pending when he was fired.

The police department’s investigation into Felix and Vasquez is ongoing, with the Organizational Integrity and Professional Standards bureaus performing a comprehensive audit of their work history to identify misconduct that might need further action.

In addition, the department said it is working to determine whether any systemic issues with the fired officers’ squad and precinct might have contributed to their misconduct.

“There’s no indication at this time that something [like this] had happened before. And if I had been aware or their chain of command had been aware, they would not have been in the position to be able to do this,” Phoenix Police Chief Matt Giordano told KTAR News 92.3 FM’s The Mike Broomhead Show last week.
