Man allegedly kills woman in Chandler because dogs were barking at her

PHOENIX — A man was arrested last week after he allegedly shot a woman dead in a Chandler alley after becoming upset when his dogs barked at her, authorities said.
The incident happened Friday around 9:30 a.m. near Pecos Road and Arizona Avenue, the Chandler Police Department said in a press release.
Police arrived and found Jessica Luz, a transient in her 30s, suffering from three gunshot wounds.
Luz was taken to a hospital, where she died.
Police said James Andrew Taylor, 41, shot Luz when his dogs were barking at her as she was in the alley.
Detectives allege Taylor retrieved a firearm from his residence after warning Luz to leave the alley, an area she frequently visited, and returned to shoot her.
Taylor was located and he surrendered after negotiations were made, police said.
He was booked into jail on one count of first degree murder and possession of weapon by a prohibited possessor.
