Mesa OKs plans for 395-unit apartment near US 60, shopping center

PHOENIX – Developers who want to turn a long-empty storefront in Mesa into a large apartment complex have cleared an early hurdle.

If plans progess, Stillwater Superstition will replace an old Kmart department store other retail sites near Power Road and Hampton Avenue after the Mesa City Council approved a zoning-use change during Monday’s meeting.

The ordinance was approved, 6-0.

In its proposal to the council, Dallas, Texas-based Stillwater Capital called the project, “A high-quality multifamily development … for people looking to live in an urban-like setting,” and that about 2 acres would be left for future commercial development.

The mixed-use complex would include 395 apartments in a trio of three-story buildings and one four-story building, a pool and clubhouse, a fitness center, a dog park and 829 parking spaces.

Floor plans submitted with the proposal offered three bedrooms, two bedrooms, one bedroom and studios. The smaller units combined to make up 230 of the apartments.

Stillwater said the complex “makes good use of this challenging, infill, redevelopment site.”

The 64,000-plus acre site near Mesa Pavilions is empty save for a Sally’s Beauty Supply; discount retailer Kmart closed in 2017.
