2 Phoenix City Council seats up for grabs Tuesday in runoff election

PHOENIX – Two undecided Phoenix City Council races will be settled when a runoff election concludes Tuesday.

Incumbent Debra Stark is facing Nicole Garcia in District 3, while two newcomers are vying for the District 7 seat. Phoenix City Council races are nonpartisan.

The race to replace the term-limited Michael Nowakowski in southwest Phoenix’s District 7 is down to Cinthia Estela and Yassamin Ansari.

Ansari and Estela each collected 32% of the vote in a five-way race during the November 2020 general election.

In the District 3 general election, Stark narrowly missed clinching reelection in a three-way race, garnering 47% of the vote to Garcia’s 35%. The district covers a swath of north-central Phoenix between of Interstate 17 and Paradise Valley.

Early voting in the runoff election began Feb. 10. The final phase of in-person voting commenced Friday and wraps up Tuesday. The polls are open until 6 p.m. Monday and 6 a.m.-7 p.m. on Election Day.

Registered voters who live in Districts 3 and 7 can cast their ballots at any of the city’s 12 voting centers.

One newcomer, Ann O’Brien, already secured a seat by winning more than 50% in November. O’Brien will replace the term-limited Thelda Williams in District 1.

The new Phoenix City Council term begins April 19.
