Think Tank will talk about Phoenix Police civilian review board

In a controversial 5-4 vote, the Phoenix City Council voted to establish a civilian review board to investigate cases of potential police misconduct.
The issue is polarizing.
One side says the police are out of control and need to be reined in by civilian oversight. The other side says the police cannot be fairly judged by civilians.
And neither side seems ready to compromise.
