Valley man accused of molesting 2 sisters and getting at least 1 pregnant

PHOENIX — A Valley man who was supposed to be registered as a sex offender was arrested last week for allegedly molesting two sisters and getting one, and perhaps both, pregnant, authorities said Thursday.

Samuel B. Duncan was booked June 13 on two counts of sexual conduct with a minor, probation violation, a weapons charge and resisting arrest, the Maricopa County Sheriff’s Office said in a press release.

“Every predator we get off the streets not only puts an end to their abuse but also prevents having future victims,” Sheriff Paul Penzone said in the release. “We must continue to ensure the safety of our future generations.”

The victims, ages 16 and 14, were the daughters of Duncan’s girlfriend, the release said.

Both girls became pregnant after allegedly being molested by Duncan. A DNA test confirmed that Duncan impregnated the older victim. Results of the second DNA test were pending.

The victims’ mother allowed Duncan to have unsupervised contact with the girls, the release said.

They have been removed from their mother’s custody and placed in foster care.

MCSO Special Victims Unit investigators learned that Duncan had failed to register as a sex offender from a previous offense and was in violation of his probation.

The Arizona Department of Child Safety, Mesa Police Department and Maricopa County Adult Probation Department assisted in the investigation and arrest.
