The incident began when officers responded to a stolen vehicle call near Fourth Avenue and Osborn Road around 6:45 p.m. and heard unrelated gunfire nearby, according to the Phoenix Police Department.

After a witness pointed officers in the direction of the gunfire, they found a man, identified later as Vasquez, standing next to a car that had a rifle on top of it.
