62-year-old man dies after crashing e-bike into back of tractor-trailer in Phoenix

A 62-year-old man died Monday afternoon after crashing his electric bicycle into the back of a tractor-trailer in Phoenix, authorities said.
The truck was parked near 19th Avenue and Mountain View Road, between Dunlap and Peoria avenues, when it was hit by an e-bike about 3:30 p.m., according to the Phoenix Police Department.
The truck driver felt the impact, got out of the cab and called police.
The e-bike rider, Randy Cook, was pronounced dead after first responders rushed him to a hospital.
“Preliminary indications were that the bicyclist was riding westbound on Mountain View Road when he collided with the rear of a parked semi-tractor and trailer rig,” Sgt. John Buchanan said in a media advisory.
Investigators are working to determine what caused the fatal collision.

Are these E-bikes considered bicycles or a vehicle? Should the bike be registered with a plate and the rider have a license saying they went through some training on how to operate these things in traffic that go 25 or 30 mph? Should there be an age limit to be on major streets. When driving a car and you see a bicyclist pedaling, but the bike is going faster than the riders legs are pedaling. Makes it very hard to gage the speed of the E-bike trying to make a light because they don't follow the rules of the road or even a trail of pedestrians and "old school" bicycles.
I believe the rider failing to use his brake may have contributed to the fatal collision.
I believe bicyclists have to ride in accordance with traffic laws for automobiles.
