Maricopa County 2025 election results: Prop 409 passes, ballot questions, school bonds, more

PHOENIX – Proposition 409, a nearly $900 million health care bond measure, was approved by Maricopa County voters after the third round of election results were released Thursday night.

The “yes” lead for Prop 409 finished 51.36%-48.64% with Saturday’s update. It was originally 50.96%-49.04% when the first batch of results were released on Election Day.

In addition, the “Yes on 409” campaign declared victory on Friday morning following Thursday’s drop of results.

“Valleywise is thrilled to double the number of beds at this facility so we can serve people with court-ordered mental health evaluations,” Chair of the campaign Timothy Louis said in a press release. “With a 165% growth of mental health cases in the past decade, it’s time to build a modern facility to treat more people in need.”

The campaign noted that with the victory, the Board of Directors of the Special Health Care District can start planning critical upgrades to the hospital system.

The Prop 409 margin was roughly 19,000 votes (358,421 yes, 339,455 no). The final results covered 704,548 ballots, representing a turnout of 26.56%.

Prop 409 would allow the Maricopa County Special Health Care District, commonly known as Valleywise Health, to raise up to $898 million through the sale of general obligation bonds.

The money would be for building new behavioral health facilities, improving existing ones and bolstering emergency services in the Valleywise public health care system.

Prop 409 was the only question on all Maricopa County ballots during Tuesday’s all-mail jurisdictional elections.

Additional items were on the ballot for voters in five Valley cities, 21 school/education districts and three fire/medical districts.
