Gilbert approves 311-acre master-planned community after months of debate, design changes

A Miami-based developer can now turn 311 acres of empty farmland into a master-planned community with housing, retail and a Fry’s grocery store.

Gilbert Town Council voted 4-3 in favor of Harvest Grove’s general plan amendment and zoning changes during an April 7 meeting. The mixed-use development will begin to take shape on the southeastern corner of Val Vista Drive and Germann Road with a total of 45 acres of commercial space on the northwestern portion of the site.

Those against the project were Vice Mayor Chuck Bongiovanni and Councilmembers Monte Lyons and Jim Torgeson. They were also among the Council members who rejected the project back on Feb. 3.

Prior to that, Council continued Harvest Grove three different times from October to December 2025 as staff worked with the development team to address concerns over density and traffic. It was then denied during a Jan. 20 meeting and Council voted that it be reconsidered two weeks later before its final hearing this month. Torgeson then submitted a request the following day to have the development reconsidered.
