Developer pitches massive $3B Legacy Park project to Mesa officials

Vestar has taken one step closer to initiating its proposed $3 billion Legacy Park project, which would create the largest mixed-use hospitality project in the history of the city of Mesa — and among the largest in Arizona.
On Sept. 10, the Phoenix-based retail real estate developer and city staff presented a development proposal for the 197-acre project at a Mesa City Council study session, in anticipation of a City Council vote on Sept. 14.
If approved, Vestar is prepared to break ground in January 2028 on public infrastructure, public amenities and traffic improvements and start vertical construction in June 2028, with a grand opening for the first phase in October 2029, Ryan Ash, senior vice president of asset management for Vestar, told City Council.
The comprehensive vote on Sept. 14 will include approval requests for annexation of the land into Mesa, zoning changes, a development agreement and special taxing district.

More development without public transit, so no outside dollars, just something to funnel local money from existing businesses outside Legacy Park into this area. Watch those more urban business fail and leave an empty hole. This is not a good business model, and you are bringing nothing new to the city.
See also Signal Butte Road, where you built another Target and Dick's which is just moving money from Power Rd to an area with no transit in the same district. That's not new money. That's sprawl.
Exactly what AZ needs more water guzzling homes and more concrete and asphalt to elevate night time temperatures. What a pathetic and stupid state I live in. When EPCOR told me I was using too much water during the height of summer because of my numerous plantings I laughed in their face and promised them I'd use even more in the future. TSMC uses millions of gallons per day and let's not forget the 160 data centers in AZ which will be the last nail in the coffin for our planet and state. GREED, GREED, GREED will make the Phoenix area uninhabitable in a few short years as temperatures rise even faster. I give PHX 10-20 years before everything collapses.
Waste of water as well.
