An Oregon man registered as a sex offender has been extradited to Arizona after being indicted for allegedly exploiting a 13-year-old Mesa girl online, authorities announced.
Shawn Black, 37, was arrested without incident on Sept. 29, in Tigard, Oregon, by Homeland Security Investigations agents alongside local police, according to the Mesa Police Department.
The investigation began on July 25, when Mesa police officers received a report detailing inappropriate online communications between the victim and Black.
Detectives discovered Black allegedly contacted the teenager through TikTok. He posed as a teenager himself and pressured the girl into sending sexually explicit images, despite knowing she was 13.
Using digital investigative techniques, Mesa detectives tracked Black down in Aloha, Oregon, establishing probable cause for multiple felony counts.
A Maricopa County Grand Jury subsequently indicted Black on the following charges:
- Aggravated luring a minor for sexual exploitation
- Sexual exploitation of a minor
- Unlawful age misrepresentation
- Child enticement
Following the indictment, the Maricopa County Attorney’s Office secured an extradition warrant to bring Black back to Arizona to face the charges.
The operation involved joint efforts from the Mesa Police Department, Maricopa County Sheriff’s Office, Maricopa County Attorney’s Office, Homeland Security Investigations, Portland Police Bureau and Tigard Police Department.
Authorities noted the investigation remains ongoing.
