Firefighters respond to hazmat situation at West Valley water treatment plant

Firefighters responded to a hazardous material call at a West Valley water treatment plant on Monday morning, authorities said.

A chlorine leak was identified at the 91st Avenue Wastewater Treatment Plant in Tolleson about 8 a.m., according to the Phoenix Fire Department.

Firefighters are currently on the scene of a first alarm chlorine leak near 91st Ave. and Southern. The PIO is on the scene and will update as the incident progresses. A media staging location is currently being determined. pic.twitter.com/2QAuWjipXZ

The leak was inside a building that houses 1-ton chlorine storage containers. Hazmat crews entered the structure and sealed the leak to bring the situation under control.

One plant employee was taken to a hospital in stable condition as a precaution.

The public was never at risk, and the leak didn’t affect operations at the facility, authorities said.

What happens at the 91st Avenue Wastewater Treatment Plant?

The water treatment facility is located near 91st and Southern avenues in Tolleson.

The city of Phoenix is the majority owner and operates the plant, which is one of the largest of its kind in the Southwest. It can treat up to 230 million gallons of raw sewage from Mesa, Tempe, Scottsdale, Glendale and Phoenix each day.

In November 2025, one person was hospitalized for burns after a fire broke out at the plant.
