Surprise Police Department breaks ground on its 1st substation

The Surprise Police Department on Tuesday broke ground on its first-ever substation, a strategic addition aimed at keeping pace with rapid growth in the northwest part of the city.

The nearly 32,000-square-foot facility will be located at the northwest corner of 163rd Avenue and San Ysidro Road.

Once completed, the substation will accommodate about 60 sworn officers and civilian support staff. It is designed to function as a fully equipped operational hub, supporting patrol operations, investigations and community policing efforts.

Surprise police officials said the location was chosen based on service area demand, projected growth patterns and response-time modeling.

By placing a dedicated hub in the northwest valley, the department aims to reduce travel distances for patrol units, optimize sector coverage and maintain target response times while boosting its proactive policing capacity.

“With the tremendous growth we have experienced in the northern area of Surprise in recent years, this substation is essential,” Surprise Police Chief Evan Becher said in a news release.

“It ensures we can keep pace with the needs of a rapidly expanding area and deliver the high level of service our residents expect and deserve.”

The facility’s layout will feature dedicated spaces for report writing, briefings, evidence processing and officer wellness. It will also include public art spaces designed to foster interaction between neighbors and officers.

Perlman Architects handled the design for the project, and Willmeng Construction will oversee the build.

Construction is scheduled to wrap up in the fall of 2027.

Funding for the new facility comes via bond dollars previously approved by Surprise voters.
