Video: Arizona Gov. Katie Hobbs declared state of emergency due to excessive heat, but was it too late?

Gov. Katie Hobbs signed an executive order to improve future statewide heat response efforts on Friday. She also declared a state of emergency in regards to this summer’s record temperatures. Larry Gaydos and Chad Benson discuss why the declaration came 11 days after Phoenix saw 31 consecutive days of above 110-degree temperatures.
