‘The Think Tank’ talks water in Arizona

We asked historian Jack August, Arizona’s premier historian, who was the best governor Arizona ever had.
He responded without hesitation: Bruce Babbitt.
We then asked him why. His response was equally instantaneous: The 1980 Groundwater Act.
