West Valley man accused of using zip ties on dog’s mouth, mistreating puppies

PHOENIX – A West Valley man was arrested for allegedly mistreating multiple dogs and using zip ties on the mouth of one, authorities said Friday.
Two adult dogs and 10 puppies were recovered Thursday from the apartment of 41-year-old Levi Lewis, the Surprise Police Department said in a press release.
Lewis was booked into Maricopa County Jail on 11 counts of animal cruelty — one felony and 10 misdemeanors.
The puppies were dehydrated and didn’t have access to water, while one of the adults was emaciated and had to be taken to an animal hospital for evaluation, police said.
A witness reported seeing a man use a zip tie to close the mouth of one dog, something police say happened several times over two weeks.
The puppies were found after police executed a search warrant at Lewis’ apartment near Bell and El Mirage roads.
