Gov. Doug Ducey appoints pair to fill Arizona Board of Regents vacancies

PHOENIX – Arizona Gov. Doug Ducey on Monday appointed a policy strategist and a retired business executive to fill vacancies on the panel that governs the state’s three public universities.
Jessica Pacheco, managing partner at Horizon Strategies, and Bob Herbold, a higher education philanthropist and former Microsoft chief operating officer, are the newest members of the Arizona Board of Regents.
They’re succeeding Kathryn Hackett King, whom Ducey appointed to the state Supreme Court earlier this month, and Karrin Taylor Robson, who stepped down to run for governor as a Republican in 2022. (Ducey can’t run because of term limits.)
“Bob and Jessica are both actively involved in communities throughout Arizona, and they have vast experience in public service and leadership roles,” Ducey said in a press release.
“I’m grateful for their commitment to serving Arizona’s students, universities and taxpayers. I know they will be excellent additions to the Board of Regents.”

Pacheco started Horizon Strategies with former Gilbert Mayor Jenn Daniels in 2020. Before that, she worked in various roles for Pinnacle West Capital Corporation, the parent company of utility Arizona Public Service.
“I’m thrilled to join the Board of Regents and work to make our universities even stronger,” she said in the release. “My thanks goes to Gov. Ducey for this incredible opportunity — I look forward to the work ahead.”
Herbold was an executive with consumer goods company Procter & Gamble and software giant Microsoft. He then became managing director of consulting firm The Herbold Group and president of The Herbold Foundation, which provides scholarships to engineering and computer science graduate students.
“Arizona’s universities do an excellent job in serving students, maintaining talented educators and engaging with their communities — and I look forward to helping the Board of Regents to build on this continued success,” he said in the release.
Regents are appointed to terms that run eight years. The board is tasked with providing policy guidance for Arizona State University, the University of Arizona and Northern Arizona University.
“On behalf of the board, I warmly welcome Mr. Herbold and Ms. Pacheco and look forward to their service in enhancing public higher education in Arizona,” Chairwoman Lyndel Manson said in a press release.
“Our board will undoubtedly benefit through their dedication and service to Arizona’s students and their success.”
