Scottsdale adopts ordinance that charges fees for unruly house parties

PHOENIX — The city of Scottsdale on Tuesday adopted an ordinance that charges fees of up to $2,500 when police respond to unruly house parties.
The ordinance will hold property owners accountable for repeated unruly parties or gatherings, according to a post on the city’s website by Raun Keagy, planning and development area director.
It applies to all private residences regardless of whether they are short-term or long-term rentals or owner occupied.
“The response of police officers and other city personnel to a nuisance party location is a drain of personnel and resources which may leave other areas of the city without minimal levels of police and public safety protections, all of which creates a significant hazard to the safety of the police and other city personnel and to the public in general,” the ordinance says.
The ordinance goes into effect Oct. 24 or 30 days after it was adopted.
The fee is $500 for first responses, $1,250 for second responses and $2,500 for third and additional responses.
Feedback from a public outreach program conducted in August raised the maximum fee for property owners from $1,500 to $2,500, according to the ordinance.
The city also adopted an amendment to an existing code that requires owners of short-term or vacation rentals to provide emergency and complaint contact information.
The information that will need to be provided is names, email addresses and phone numbers.
Property owners can provide that information on the city’s website.
