2nd suspect arrested in deadly alleged Scottsdale street race

PHOENIX — Police said they arrested a second man Thursday whose alleged street-racing played a role in the death of a woman driving in Scottsdale.
Robert Foster, 59, was reportedly driving a Lamborghini over 100 mph and racing Ramon Carrasco, 22, in a BMW around 3:45 p.m. on Aug. 3.
According to witnesses, 68-year-old Cynthia Fisher was attempting to make a left turn when Carrasco crashed into her near Williams Drive and Miller Road.
Fisher was seriously injured in the crash and pronounced dead at a hospital.
Carrasco was hospitalized with minor injures and arrested after he was released. His passenger, a 22-year-old woman, sustained serious injuries.
The crash caused the roadway to be closed for 6 ½ hours.
Foster and Carrasco are both being held on charges of second-degree murder and aggravated assault.
