Valley technician who took ‘upskirt’ videos of customers gets 15 years

PHOENIX – A former West Valley service technician who recorded “upskirt” videos at customers’ homes was sentenced this week to 15 years in prison, authorities said.

Raymond Luis Peltier, 43, of Surprise, pleaded guilty in Maricopa County Superior Court to felony charges of sexual exploitation of a minor and attempted sexual exploitation of a minor in April, according to a Friday press release from the Arizona Attorney General’s Office.

Ten other charges were dismissed as part of the plea, according to court records.

After his release from prison, Peltier will be on probation for the rest of his life and have to register as a sex offender.

Investigators from the Homeland Security Investigations Phoenix office tracked links to child pornography on an online chat service called Chatstep to Peltier’s residence, the release said.

Agents served a warrant in December 2017 and found electronic devices containing child pornography.

They also located videos recorded by Peltier during service calls in CenturyLink customers’ homes.

Investigators tracked down two victims, including one child, who confirmed that Peltier made the recordings without permission.
