PHOENIX — The mixed-use development in downtown Phoenix that will house the area’s first grocery store is growing.

The modern Mexican restaurant Blanco Tacos & Tequila will open in Block 23 by the end of the year, it was announced Wednesday.

Blanco is also the first restaurant tenant to come to the development located at 125 E. Washington Street, right between CityScape and Collier Center.

“This will be a bigger and brighter Blanco experience, specifically created for Phoenix’s downtown life,” founder Sam Fox said in a statement.

The downtown Phoenix location will be the fifth in the Valley and the seventh in the nation. There are locations at Biltmore Fashion Park in Phoenix, inside Phoenix’s Sky Harbor Airport, Scottsdale and Tucson.

“The bar will be as busy as our dining room all day long, and the menu will have new items to complement our classics,” Fox said.

Block 23 has been a long time in the making: Phoenix City Council members voted in 2016 to develop a Fry’s grocery store in the complex.

It will also be home to a 230,000 square-foot office building, restaurants and retail shops, about 330 apartments and parking.

Global firm Ernst & Young will also be among the complex’s tenants. The company — the building’s first office tenant — signed a 20,000 square-foot office lease last month.

Construction on the complex is expected to be complete by the end of 2019.
