The crash reportedly occurred when a car heading southbound on 99th Avenue collided with a westbound truck that was turning left onto the I-10 ramp.
ABC15 reported that the truck driver was cooperating with police and was not suspected of impairment.
All of the victims were in the passenger car. It was unclear whether the driver of the car was suspected of impairment.
99th Avenue was also closed in both directions between the I-10 and McDowell Road.
Drivers could use 107th Avenue to get through to the highway instead.
It was not immediately known when the I-10 ramp would reopen.
Another crash on the U.S. 60 westbound past the Loop 101 in the East Valley was blocking several lanes and slowing traffic.
