Phoenix leaders approve $950M in work to Sky Harbor Airport

PHOENIX — Phoenix Sky Harbor Airport will embark on another improvement project, focused on expansion of Terminal Four and Sky Train that will cost close to $1 billion.

The city council was presented with the capital investment plan addition at a policy session Tuesday night. The aviation department said the airport’s record number of passengers — 44.2 million in the past year — had strained roads and terminal facilities.

Cost was projected at $950 million and would be paid for through airport funding sources. The projects would take five years.

According to the plan, “Funding for both projects would be paid for entirely using existing Airport funding sources. The estimated $700 million to complete the Sky Train would come from approximately $430 million in Passenger Facility Charges (PFCs) and $270 million in Customer Facility Charges (CFCs).”

Construction at Terminal Four’s south concourse would add as many as eight gates.

The Phase II expansion of the automated Sky Train would take the railway system to each terminal and to a new transportation center. The car-rental center would also receive a makeover.

The report said during one day in March 2016, about 34,000 customers traveled between airport terminals and the rental car center.

The initial phase of enhancements to Terminal Three has almost been completed. That $590 million project began in April 2015.
