PHOENIX – Phoenix police have released the names of the officers in a fatal shooting that has launched an independent investigation.

Officers Noel Trevino, 29, and Gregory Wilson, 31, fired on James Garcia, 28, on July 4 at a home near 56th Avenue and Indian School Road.

Trevino, a three-year veteran with the force, and Wilson, in his second year, were among the officers who responded to a call Saturday afternoon that led them to a man sitting in a car parked on a driveway.

Officers were responding to a caller who said a man who had stabbed him recently had returned and had a knife, police said.

While searching for the suspect, police found Garcia.

They talked to him for 10 minutes as they tried to secure the scene, but he wouldn’t get out of his car, police said.

Garcia then rolled up his window and pulled out a gun, police said. He refused orders to drop the gun and repeatedly told officers to shoot him and then lifted the gun, police said.

That’s when the officers fired, police said.

Police made a video available Monday that included some of the body-camera footage from an officer on the scene but not involved in the shooting.

The next day, Chief Jeri Williams announced the FBI would be conducting a civil rights review of the case.

It was the 10th officer-involved shooting of the year for the department, according to reports tracked by KTAR News 92.3 FM.
