Glendale officer resigns when department moves to terminate him

PHOENIX — A Glendale police officer resigned on Saturday after an internal investigation found he used excessive force during a June incident, the city announced Wednesday.

Joshua Carroll was found to be in violation of department policy for a June 13 incident in which he struck a man multiple times with his Taser while attempting to make an arrest, according to a press release.

Body camera footage (WARNING: explicit language) shows an altercation involving a Taser after David Dulaney did not comply with Carroll’s request to exit his car at an apartment complex near Peoria and 43rd avenues.

The footage also shows Dulaney bleeding from the head and he was later hospitalized.

Glendale’s Use of Force Board said in its report that Carroll violated department policy by hitting Dulaney with the Taser.

 

“I am extremely disappointed in the actions of this former employee,” Glendale Interim Chief of Police Chris Briggs said in a statement.

This is the second use of force incident involving Glendale police that has gained notoriety this year.

Johnny Wheatcroft and his family filed a claim last year against the city and three officers after he was handcuffed and shocked with a Taser 11 times during a July 2017 incident.

The release of the body cam video earlier this year led the Maricopa County Attorney’s Office to ask the FBI to review the incident.

Rick St. John, the Glendale police chief who was leading the department during the time of that incident, was rehired as an interim deputy city manager last week.
