PHOENIX — The Arizona House has again voted to ban cellphone use by teen
drivers for the first six months they hold their license.
Tuesday’s 40-20 vote on Senate Bill 1168 marks the second time this session
that the House passed the same provisions of the bill by Rep. Karen Fann of
Prescott. The Senate failed to act on the previous bill so Fann added its
language to an unrelated Senate bill.
The ban also applied to drivers who only have a learner’s permit.
The proposal banned all use of electronic communications devices, including
texting. The only exception in an emergency situation where stopping to make a
call would be impossible or unsafe.
Police won’t be allowed to make a traffic stop just because of cellphone use.
