PHOENIX — Phoenix police officials said the department doesn’t have a quota
system in place, and its union wants to make sure it stays that way.
The president of the Phoenix Law Enforcement Association, Joe Clure, said he
supports proactive policing to increase productivity.
But Clure told KPHO-TV that he’s heard a lot of concern from some Phoenix
police officers that it means they’re going to be put on a quota system.
Phoenix Police Chief Daniel Garcia said recent discussions concerning
performance measures may have led some to speculate that the department has
quotas that officers are expected to meet.
Garcia said the Phoenix Police Department “doesn’t utilize quotas as a measure
of police services.”
He said performance measures assist law enforcement leadership in determining
when, where and how to deploy officers.
