Thousands of students across 57 schools in those districts are making the transition.
The increased traffic should alert drivers to obey the school zone speed limits, authorities said. Violators face heavy fines.
The Tempe Elementary School District heads back to school Aug. 3 while the Phoenix Elementary School District returns Aug. 5.
