Obama administration to address housing segregation

CHICAGO (AP) — President Barack Obama’s chief of urban housing policy will announce new nationwide rules aimed at fulfilling the 1968 Fair Housing Act by promoting racially integrated neighborhoods.
Housing and Urban Development Secretary Julian Castro will formally announce the policy change at a news conference Wednesday morning in Chicago.
The 1968 law required cities that receive federal housing money to promote equal opportunity and access to housing regardless of race, origin, religion, sex or disability. The new rules set out guidance and data to help cities finally achieve that mandate.
The department says the rules will be implemented in phases.
Castro said in an advance written statement that “a ZIP code should never determine a child’s future.”
