Suspect shot by Phoenix police succumbs to injuries

PHOENIX — A suspect has succumbed to his injuries after being shot by a Phoenix police officer Wednesday morning.
Sgt. Tommy Thompson told KTAR News 92.3 FM that an officer shot the suspect, later identified as Henry Wayne Rivera, after an “altercation” near 19th Avenue and Monroe Street.
Officers were in the area searching for a suspect in a separate shooting and kidnapping incident when they saw the man running from police and jumping over several fences.
The man then ran into an auto repair shop, when he attempted to steal a vehicle before police confronted him.
Tactical officers attempted to give the suspect commands, but he would not comply, leading to less lethal ARWEN rounds and gas to be fired at the vehicle and subject.
Still not complying, the man then exited the vehicle and was shot by a K9 Officer and Special Assignments Unit (SWAT) Officer.
The subject was then taken into custody and transported to a local hospital where he died from his injuries.
Thompson said the suspect had outstanding warrants for his arrest and that no officers were injured.
Police said Sunday that the officers involved were Andrew Carlsson, a 46-year-old male who has been with the Phoenix Police department for 23 years, and Kyle Fricke, a 36-year-old male who has been with the department for 15 years.
Authorities took 24-year-old Eddison Jesus Noyola, who was accused of shooting three people in two separate locations in Glendale and Phoenix this week before kidnapping his girlfriend, into custody on Friday.
Noyola was last seen near 27th Avenue and Bethany Home Road around 11:30 p.m. Tuesday, where he allegedly shot an unidentified male and kidnapped his girlfriend, 30-year-old Andrea Lou Dixon.
This is the fourth shooting involving a Phoenix officer this year, and the 11th officer-involved shooting in the Valley.
Last year, Phoenix recorded 44 officer-involved shootings, an agency high.
The shooting came less than a week after a Phoenix officer shot and killed 35-year-old Eric Hagstrom after he allegedly pointed a gun at police.
