ACLU calls for more training in use of Tasers

PHOENIX -- The American Civil Liberties Union says it supports the responsible use of Tasers, but not when they are used against someone who does not present an imminent safety threat.
The organization's Arizona chapter released a 40-page report Tuesday on a comprehensive survey of Taser use by Arizona law enforcement agencies.
The report was not critical of any one Arizona law enforcement agency, but called for better training.
Alessandra Soler Meetz with the ACLU said she realizes there are times when officers must use Tasers to protect themselves, but she said that's not always the case.
"In fact, in many departments, Tasers can and are being used to subdue unruly individuals who are already on the ground in handcuffs and posing no threat to anyone."
Attorney Annie Lai said the ACLU is not trying to handcuff officers.
"What we're trying to do is give them more tools. In many cases, you find that officers go for the Taser as kind of the first instinct."
The ACLU said it is concerned that a lack of proper training could expose police agencies to huge lawsuits surrounding the use of the potentially lethal weapon.
