Maricopa County Supervisor Mary Rose Wilcox expects immigration reform to return to the forefront in the coming months.
Wilcox said Wednesday that the recession and health care reform have put immigration on the back burner recently, but that supporters of reform are returning to the cause.
"What we're doing is strategizing how we move immigration reform forward," she said. "We know the system's broken."
Wilcox added, "We need to have programs where, if there's a shortage of labor, we have visas. But, you also have to fix the lives of 12-million people who are here, and many, many of them contributing to American society already."
She said leaders of the reform movement "would like to see a bill introduced in January and pushed to a vote by early spring."
Wilcox said a new national effort will be spearheaded by many political figures, including the former Arizona governor who is now the Department of Homeland Security director.
"Janet Napolitano has said this is a front-line issue, and she will be leading an effort by the president to make it front and center," said Wilcox.
