As Barack Obama tours the Middle East, one of his chief supporters at home is downplaying critics who say the Democratic presidential nominee does not have enough foreign policy experience.

Arizona Gov. Janet Napolitano said Wednesday that Bill Clinton and George W. Bush had little foreign policy experience when they ran for president.

``When you think about it, when Clinton became president in 1992, he had less experience than Obama has," said Napolitano, who endorsed Obama early in his campaign.

She said one thing Obama does have is good judgment.

Although Clinton had some early troubles in Somalia, Bush is an example of a leader suffering from on-the-job training in foreign policy, Napolitano said.

``Some would say that, when George W. Bush came into the presidency, he didn't have much foreign policy experience, either," she said. ``And he surrounded himself with people who had tons of experience, and look at what's happened over the last seven years."

Clinton did a better job of handling on-the-job training than Bush, the governor said.

Napolitano also said that Obama's overseas trip does not break the America tradition of politics ends at the shoreline.

``He's going over there not to be a diplomat or to advocate a particular position, but indeed, to listen," she said.

She pointed out that Republican presidential nominee John McCain has made several overseas trips during the campaign.
