PHOENIX -- Sheriff Joe Arpaio announced departmental changes Tuesday to the Maricopa County Sheriff's Office in an effort to mend fences with the Hispanic community.

Arpaio made the announcement just hours after receiving notice from the Department of Justice that it plans to sue his office.

More community forums focused on the Hispanic community and deputies receiving Spanish language courses are just two of the forthcoming steps intended to ease the tensions brought on by Arpaio's handling of immigration enforcement.

The two sides have been at odds for months over the federal agency's investigation into the sheriff's department and accusations of racial profiling during crime sweeps.

"I don't tolerate racist attitudes or behavior. But perception can be more powerful than fact. I want to address the concerns of the Hispanic community openly," Arpaio said.

"I don't think they really understand what we're doing and this (policy shift) will open it up and I think there's a misunderstanding on how we operate in enforcing illegal immigration laws."

While Arpaio intends to improve relations with the Latino community, he made it clear that he will not cave to federal agents, who want to place their own monitor in his jails.

Arpaio rejected that idea but is considering hiring his own monitor.

"I am not changing the oath I took to enforce all of the laws. I will continue to enforce the laws," he said.

    is telling people that they are just seeing things incorrectly? "perception can be more powerful than fact." If that's the olive branch he's extending then...LOL. It wont be until he's being arrested for something that he admist fault for it...if even then.

    its relationship with the 30% of the total population aka Hispanic legal citizens of Maricopa County is to resign and call it quits. There is nothing else he can do.     30 % of the population usually only turns out to be a few hundred loud mouths and 2 or 3 carrier politicians running for reelection . Most of the few hundred are here illegally and want free stuff. Hence the illegal protesters arrested last time.

    You can go to any part of Maricopa County
    and sit beside any busy roadway and see probable cause after probable cause. Arpiao goes to where Hispanics are congregated and begins stopping everyone in sight so that he can check their papers. He got caught illegally racially profiling, danced around his evil deed for a while, and now wants to make it look like he's sucking up to the brown folk. Won't work.

Another time, Arpaio thanked a racist letter-writer for his concern about illegal immigrants in Mesa. He forwarded the letter to Deputy Chief Brian Sands, who "later testified that he assumed that the letter's author correlated undocumented persons with 'dark-complected' people."

    In Patriots's defense
    Arpaio has stated in each operation the types of arrests that were made, I don't believe he has bothered with saying they were Hispanic because to think that is ignorance.
