PHOENIX — Gov. Jan Brewer has ordered the lowering of all flags at state office buildings to half-staff from sunrise to sunset Monday in honor of a fallen Arizona sailor.

The Department of Defense says a 21-year-old Petty Officer 3rd Class Kyler L. Estrada died Feb. 14 during a non-combat related training incident in Djibouti (jih-BOO'-tee).

Estrada is from the town of Maricopa. Funeral services are scheduled Monday in Queen Creek.

Estrada was a Navy hospital corpsman and was assigned to the 11th Marine Expeditionary Unit based at Camp Pendleton, Calif.

Arizona authorities say individuals, businesses and other organizations are encouraged to join in the tribute to Estrada.

    The City of Maricopa paid honor to this fallen hero at last week's City Council meeting. It was bittersweet as we welcomed 3 soldiers home and mourned the loss of a 4th. Petty Officer 3rd Class Kyler L. Estrada did not come home. Thank you for your sevice. America stands strong because of people like you. Thank you.
