PHOENIX -- Republican legislators said they must overhaul Arizona's early-voting process to limit voter fraud and reduce confusion at the polls.

But Democrats said the efforts are dirty tricks designed to disenfranchise Hispanic and low-income voters who tend to vote Democratic.

At least seven bills in the Senate and House this year seek to tweak the early-voting process.

One measure would remove voters from the permanent early-voting list if they don't vote by mail and fail to respond to a notice. Another measure would prohibit groups from collecting early ballots from voters for delivery to county election officials. Another measure seeks notarized signatures for early voters.

Election officials support some of the proposed changes, while voter rights groups said many of the measures would suppress voter participation.

    . . . make good sense as long as notarial provision was made for homebound individuals. And yes, they would suppress voter participation somewhat. Of those discouraged by such changes, probably about 5 percent would be too lazy to comply and 95 percent would be too illegal to comply.

    illegal immigrant voters (who shouldn't be voting anyway) and.... well that's actually just about it. All voters should have their identities and citizenship confirmed before voting. It is a right of the CITIZENS, not trespassers. If you are elderly, I'm sure you already have a state issued ID or are more than willing to go through one extra step to confirm your identity. Otherwise, just don't vote.
