PHOENIX -- Phoenix police said they've arrested a man after he reportedly dressed a teenage relative in a sheet and sent him into a street to aim a fake rocket-propelled grenade launcher at passing cars.

Police spokesman officer James Holmes said Michael D. Turley, 39, was arrested Monday on charges of knowingly giving a false impression of a terrorist act, endangerment and contributing to the delinquency of a minor.

Holmes told KTVK-TV Turley filmed the teen pointing the fake grenade launcher at passing cars on July 28.

Responding police didn't make any arrests after Turley told them he was making a movie.

Police made the arrest after the self-described filmmaker reportedly posted a video on You Tube that said he was testing how fast Phoenix police responded to the mock terrorist.

    At the very least this was like yelling "FIRE" in a crowded theatre. At worst, and more likely, this was a dry run to test police response so his terrorist buddies would be able to determine a soft target. Even if that wasn't his intention, that is exactly what he has done and should be prosecuted to the full extent of the law and be held responsibel if any further incidents arise. What a total meathead!

    He is very lucky an armed veteran like myslef was not driving by. That poor kid would have been staring down the barrel of my .45 as I scream for him to drop it. Had he made any move other than dropping it, well it would have been bad. How do you explain to the nephew's parents why he is dead.

    Doesn't make one a filmmaker nor is the result a movie. What we have here is a wannabe who thinks dressing up his nephew in a bed sheet while jumping around with a faux MPG weapon is ground breaking stuff. Why not go ALL the way and "test" any response by taping on the perimeter of Luke AFB (Northern Ave has a great view of taxiing aircraft) or Sky Harbor. Why waste the time taping at an intersection when using probable targets would have shown a much more accurate response time. I guess Cannes or Sundance will have to wait for this ground breaking filmmakers next work.

    "knowingly giving a false impression of a terrorist act,". Isn't this like saying "arrested for a pretend terrorist act"? I think the person who should be charged with aiming the rocket launcher is the moron who did it. I am also surprised that he didn't get killed by someone in a car running him down.

    believe no one ran him over or shot him. I suspect if I saw a terrorist looking guy holding an RPG I may bump into him hard if I were driving past.

    but I can't imagine any rationalization for doing something like this. This guy must not have a conscious to have put his teenage relative in a life threatening situation. Like someone said, he was very lucky someone didn't pull a gun on him or try to take him down.
