Arizona House bans cellphone use for young drivers on road

PHOENIX — Teenage drivers in Arizona would be banned from using cellphones
on the road the first six months they hold their license under a bill approved
by the Arizona House.

House Bill 2359 by Rep. Karen Fann of Prescott also applies to drivers who only
have a learner’s permit. She said new drivers should be concentrating
solely on driving while they learn.

The proposal bans all use of electronic communications devices, including
texting. The only exception in an emergency situation where stopping to make a
call would be impossible or unsafe.

Police won’t be allowed to make a traffic stop just because of cellphone use.

The bill passed on a 41-17 vote Wednesday and now goes to the Senate for
action.

The Legislature has routinely rejected such bans.
